This film examines how a small band of dedicated guerillas can create havoc in the world community. Terrorist ambitions, tactics and violence are made shockingly clear through direct interviews with known terrorist groups and in talks with some victims. It also fosters a rare glimpse of the anti-terrorist operations of the US State Department, the nerve center of anti-terrorist activities in the US.
